Ministry of Internal Affairs of Kyrgyzstan has offered to take over the Georgian experience: to criminalize the possession of the status of kingpin. It is reported by AKI. The relevant ministry intends to send the bill to parliament.
Holders of the status of thieves, according to the agency, it is proposed to plant for seven years, members of the obshchak (in this case, obviously, refers to the prison thieves) – for five years. As technically be brought to justice and punish the latter (given that we are talking about those who are already in jail), not specified.
The bill will be sent to Parliament in 2012.
The initiative followed the revolt of the Interior Ministry in Bishkek prison and protests in Kyrgyz prisons and detention centers. The authorities claimed that the riot, organized crime bosses.
One of the most powerful crime bosses is Kamchibek Kolbay Kyrgyzstan. His repeatedly declared as wanted, and occasionally detained. However, it was invariably at large. But in the summer of that year, his search was terminated by a decision of the Chui Oblast Court.
The punishment for the status of kingpin was introduced in Georgia after the Rose Revolution. In accordance with amendments made to the criminal laws of the republic, for the mere possession of this status and contact with the thieves' world a person may be sent to jail (even if the specific crime for him not listed). As a result of thieves either jailed or fled to Georgia.
